Kevin,

This would be an FSA issue; however, I would say that the 10-20 year agreements would have a "by back" situation with penalties. If it is like WRP, once the easement is in, it's in. There is no backing out, hence the term "easement". An easement wouldn't be valuable is someone could just "buy it out" to plant beans or build subdivisions.

Typically repayment of all monies received, possibly with interest. 
Something like that happens if you, say, build a lake on CRP ground. 
Repayment is just for the acres affected, but is frowned upon.
