[Carpenter] GRP - Minimum height and coverage

Just forwarding the definitive statement on minimum grass heights and
coverage:

Grass height is to be measured and maintained from April 1 to October
31.  During this period the warm season grass will not be grazed below
6" and the cool season grass will not be grazed below 3".

When you get to the winter period (November 1 to March 31), your mind
set must change to maintaining ground cover of at least 50%.

Note the challenge around the November 1st -> March 31st.  The trick is to
have that 50% coverage on March 31st - requiring much better than that in
November.
