Hi Kevin,     The permanent program provides for the same grazing rights and restrictions as the limited time leases. Its a great program. I don't know what, if any, restrictions there are on pond or lake construction but the local NRCS person can look that up for you. I've found the NRCS people very helpful.     Wayne Morton
