Kevin,
Crop base acres are fairly mobile. You can transfer base acres from one farm to another (providing you own both) and assign base acres to a farm that has never had crops on it. I visited with Adair FSA and they are confident that your farm does not have crop history; therefore, no eligibility for CRP.

Can someone educate me this city boy?
Received a letter from Adair County FSA office, informing me that for my
farm, I have 16.5 corn base acres, 17.9 soybean base acres; 99 corn Direct
Payment Yield and Counter Cyclical Payment Yield, and 25 DPY and CCPY for
Soybean.
I also have until May 3rd to appeal???
